UC Whistleblower Protection Policy 1100563 § D (Investigation Process) & § F (Decision)
The Locally Designated Official shall acknowledge receipt; conduct preliminary review; notify the Complainant of acceptance or dismissal; identify the Retaliation Complaint Officer; conduct interviews including, “whenever possible,” an interview of the Complainant; deliver an investigation report within six (6) months (extendable to twelve (12)); and the Chancellor shall issue a written decision within eighteen (18) months of initial filing.
Demands Pursuant to Policy 1100563 § D and § F
The Complainant respectfully requests that the Locally Designated Official, on receipt of this Sworn Retaliation Complaint:
- Issue prompt written acknowledgment of receipt under § D.1.
- Conduct preliminary review of the Sworn Statement, timeliness, and required allegations under § D.1.b.
- Issue written notification of acceptance for processing under § D.1.d, identifying the assigned Retaliation Complaint Officer.
- Conduct an interview of the Complainant pursuant to § D.4.a. The April 17, 2026 closure of CMP373 was issued without any interview of the Complainant; that procedural deficiency must not be repeated.
- Issue the Policy 1100563 § D.4.c admonition to each accused employee and witness identified in this Complaint, including the duty to cooperate, the duty to preserve documents, and the prohibition on retaliation against witnesses. The February 9, 2026 written litigation hold (EX 20) is hereby renewed and extended to all UC employees, agents, and contracted parties identified in this Sworn Retaliation Complaint and all UCLA Compliance, UC Office of the President, UC Office of General Counsel, UC RASC, and Regents records pertaining to the matters described in Sections III and IV.
- Confirm in writing the § D.4.e investigation-report deadline (six months from acceptance, extendable to twelve months total) and the § F Chancellor’s-decision deadline (eighteen months from initial filing).
- If at any point the LDO determines the matter is one in which the LDO or UCLA Compliance has been substantively involved — given the April 17, 2026 closure of CMP373 by UCLA Compliance — refer the matter to the UCOP Systemwide LDO under Policy 1100563 § D.1.e or to an independent outside agency under UC Whistleblower Policy 1100171 § II.C.2.
Eighteen-month deadline calendar. Pursuant to Policy 1100563 § F, the Chancellor’s written decision is due not later than October 30, 2027 — eighteen months from the April 30, 2026 filing date.
